MLK-11249-1 ARM: dts: adjust cpu power up/down timing 



On i.MX6UL, the cpu power down/up timing clock source is changed:

PGC_CPU_PDNSCR: ISO2SW  ipg
PGC_CPU_PDNSCR: ISO     ipg
PGC_CPU_PUPSCR: ISO2SW  ipg / 2048
PGC_CPU_PUPSCR: SW      ipg / 2048

To speed up the cpu power down/up process, need to adjust these
counters' value to the smallest setting.
