vidc: Fix bandwidth numbers for 1080p video playback. 



1080p video playback/recording requires MMSS fabric clock
to be set at 166MHz.Current bandwidth numbers result in
128MHz frequency.This change updates the bandwidth numbers
to bumpup MMSS fabric clocks.
