msm: qdss: support for Krait pass2 tracing

Krait pass2 present in WaveriderV3.1 allows ETMTRACEIDR to be
accessed via the memory mapped interface (fixes the HW issue on
Krait pass1).

Sysini initializes this for Krait pass1 only. Unconditionally
program ETMTRACEIDR now. Reads and writes to it will be ignored
for Krait pass1 whereas it will get properly initialized for
Krait pass2.
