msm: board-8064: Fix 8064 GPU clk at 192 Mhz 



Disable GPU 3d clock scaling by making all the clock frequencies
192 Mhz. we will re-enable GPU clock scaling when system is more
stable and GPU clock is verified at higher frequencies.
