Revert "ART: Prepare for ELF64." 

Build fails on arm64 with error message:
art/compiler/elf_writer_quick.cc:1083:1: error: the frame size of 2016 bytes is larger than 1728 bytes [-Werror=frame-larger-than=]

This reverts commit 45b8f1ab.
