v4l2_codec2: v4l2 non-slice based decoder for pure Android solution

Codes under vda/ are ported from Chromium (the commit head of ported code
and difference are noted in the beginning of every single file), we
temporarily remove slice-based decoder codes due to header upstreaming
issue.
