dt: bindings: drm: xilinx: dp: Add 'xlnx,max-pclock-frequency' property. 



The supported maximum pixel clock can vary depending on the IP
configuration. This patch adds 'xlnx,max-pclock-frequency'
as optional property to set the limit of maximum pixel clock.
