msm: clock-8960: Vote for L23 and S8 regulators when PLL3 is enabled 



PLL3, like all SR2 PLLs, is supplied by L23 which, in turn, is
supplied by S8.  Make sure these regulators are enabled whenever
PLL3 is running.
