msm: pil-q6v4: Assert proxy XO votes for Q6 subsystems 



Assert votes on behalf of the Q6 processors before booting them.
The votes are then removed 10 seconds later. By that time, the Q6
code should have had plenty of time to assert its own votes. The
proxy votes are needed to ensure the XO buffers are enabled
during Q6 boot.
