msm_xo: Stub out msm_xo_get() for TCXO_D0 on 8960 



Not all voters for this XO buffer are in place yet. Until they
are, prevent voting on this buffer. Otherwise, the first voters
added may crash the system when the buffer is disabled as a
result of them removing their votes.
